Anyone know what this protrusion on the neck of a black headed gull may be?

Plastic of some sort? Bird was acting normally and only noticed after checking the images

No idea! Interesting image though. Almost looks like part of something too large and sharp it ate protruded out - kinda like another bird's foot/claw. Difficult to tell.

The colour looks like some sort of crustacean but who knows

I would like to think the bird wasn't so stupid or hungry that it would rip its own throat trying to swallow something
 
I have seen something like this on the egrets, too. Here is one example. I don't know if it's the same protrusion but it looks very similar from the look of it.
