Importing Jpeg into a folder

I have Photoshop 2020 and 2019 unable to import from a tiff file to a jpeg.Tried in 2020 and thought maybe was a problem with Photoshop update. Then went to 2019 with same result.
Open the folder and it shows a black space for the Jpeg and says unable to import image. Go back to Photoshop and try importing again and it says file already exists . So I then
try replacing it and same thing happens. I updated Dpp 4 thinking that may solve the problem. I have no trouble importing Tiff files from Dpp 4 or in Photoshop.
Appreciate any suggestions.

Figured it out . For what ever reason save as doesn't work go to export and it works.A few more steps but it gets you there.
